Can missing sale records be supplied after starting business work?

THE DIRECT ANSWER

Do not assume unresolved evidence can be deferred while beginning work without appropriate authorization.

Resolve the dependency before relying on the plan

Identify genuine available records and the remaining source questions. A commercial opening date does not establish eligibility or present U.S. work permission.

Settle ownership and control terms first, then sign a purchase agreement with escrow contingent on visa approval, then assemble the financial and source-of-funds evidence and apply. Set milestones you control — records retrieved, investment evidence assembled, counsel's read on the refusal — and avoid commitments keyed to a decision date nobody can promise. Work backwards from the target opening, then add contingency for evidence gathering, corporate formation, funds transfer and government processing, and check the resulting date against the cycle. E-2 evidence should show a genuine enterprise and committed capital, yet a contingent purchase, escrow release, and actual management activity can have different dates and legal consequences. Build a dated review file around the contract deadlines, escrow release, money trail, business opening sequence, visa application materials, and travel plan. The safest sequence is source review, transaction design, expenditure or commitment, business-plan support, application preparation, and only then travel or launch decisions.
