Can “project specialist” qualify for TN?

The title alone does not decide the question. Review the actual work against a listed profession and its qualification requirements.

Ask for the missing substance

Have the employer explain material duties and responsibilities. A broad label cannot establish that a mixed role belongs to a particular profession.

TN eligibility for a biologist generally rests on a qualifying baccalaureate or licenciatura degree; an adjacent-field degree requires assessment of its actual coursework against the profession rather than an assumed blanket exception, so compare the applicant's actual degree and area of study against that standard. Appendix 2 lists each profession with its own minimum qualification, and Computer Systems Analyst is one of the few that accepts a post-secondary diploma or certificate combined with three years of experience as an alternative to a baccalaureate. A spouse who wants an income has to qualify independently: a college instructor spouse could hold a second TN with a second offer letter, and other listed professions such as accountant, registered nurse or physiotherapist each carry their own credential rule. A signed statement of work or consultancy appointment shows whether the employer has committed the position to producing professional output on a live engagement during those opening weeks; a project programme shows on its face when that output falls due.
