Read the general eligibility basics overview
A Canadian permanent resident preparing for possible citizenship should distinguish current nationality from a future event. A pending application or hoped-for ceremony does not establish Canadian citizenship for TN or settle the nationality conditions of other routes.
Record the status that exists today
Use current citizenship documentation and the proposed US activity. Hypothetical example: an employer expects a Canadian TN application next month because the worker anticipates a citizenship ceremony. Mark that citizenship milestone as pending rather than presenting a forecast as an established fact. Mexican citizenship may independently be relevant to TN; other citizenships require their own route analysis.
Do not export the TN rule to every category
L classification does not generally require Canadian citizenship, but the qualifying foreign employment, company relationship and role remain necessary. E-2 depends on treaty nationality and the enterprise’s ownership as well as investment and control. Canadian residence is not a substitute for those tests. A route comparison should explain which established facts support each option without promising that another category must be available.
Reassess after the actual event
When citizenship changes, retain the effective documentation and reassess the appropriate procedure. A new nationality does not cure a job outside a listed TN profession or missing credentials. Keep the employer’s intended start separate from the citizenship timetable and from the eventual permission to perform the US work.
