A material change may affect the control and ownership account and needs review. Do not assume the original evidence covers every later agreement.
Track when rights actually change
Preserve the earlier version, effective amendment and reason for the revision. Identify whether funding, management or nationality ownership also changes. Coordinate the actual work with the applicable status requirements; a corporate amendment can change private rights without granting permission to perform US work.
Fix dates for due diligence, funding transfers, licence applications, lease signature and assembly of the evidence package, and distinguish flexible planning targets from binding contractual or regulatory deadlines. Chain the documents: the division sale agreement and closing statement, the deposit into the buyer's account, the transfer to escrow or the seller, and the purchase agreement showing the funds cannot be recovered except on visa refusal. Build the launch calendar around milestones you control — agreement executed, permissions filed, equipment ordered, first production run scheduled — because no processing time, appointment date or outcome can be guaranteed. Signing the purchase agreement first fixes the price and the asset list; funding the escrow immediately afterward creates the irrevocable commitment the application needs; the visa file is then assembled around those executed documents.
