Use a short decision account tied to actual records rather than adding more arrows. Identify the matter, decision-maker and supporting staff.

Show what the applicant can decide, what requires escalation and why. Include the record of an actual decision where available, without treating a draft policy as exercised authority. A clear explanation of one real workflow can be more useful than unsupported claims that the applicant controls every part of the organization.
Close the planning session with tasks owned by named people: an organisational chart showing the subordinate layer with real headcount, a duty statement written by the leader the executive reports to, evidence of the ownership chain, and a short memo on the year abroad. Separate the foreign job into dated phases and prove each with contemporaneous material: employment agreements, payroll, performance reviews, organization charts, budgets, approvals, calendars, and records showing who performed daily operations. The records that prove rather than describe are payroll statements, employment contracts and amendments, transfer and secondment letters, leave approvals, resignation and rehire letters, pension or social insurance records, and passport pages showing entries and exits.
