Can the same ten jobs support two investors in the project?

No. Each investor must satisfy the applicable job requirement without double allocating the same jobs.

Ask how the project connects its total job estimate to its investors, what method applies and what assumptions remain unfulfilled. Ten qualifying full-time jobs per investor is the governing requirement. A high project-wide number does not show that a particular investor has an adequate, supportable allocation.
